After 27 years of service to Upper East Side children and the Department of Education ranging in roles from Assistant Teacher all the way up to Principal, Ms. Nancy Cabrero provided unwavering support to families in this neighborhood. This September, Nancy retired as Principal of P.S. 198, and I joined Manhattan Borough President Gale Brewer in recognizing her decades of service with a proclamation from the City of New York.

 

Presidential Candidates Debate Science

ScienceDebate.org, an organization founded by Upper East Side resident, filmmaker, and activist Matthew Chapman, and of which I am a “backer,” is working towards bringing science to the forefront of the presidential election has recently released all four candidates’ views on a variety of topics. Hillary Clinton, Donald Trump, Gary Johnson, and Jill Stein all answered questions about science, engineering, tech, health, and the environment for the organization. In addition, ScienceDebate.org offers the latest news, polls, and opinions about science in the presidential election. Party to Protect Our Playground

On October 1, Congresswoman Maloney, Borough President Brewer, State Senator Krueger and I co-sponsored a “Party to Protect the Playground” at Holmes Towers, led by residents and members of Community Voices Heard. Residents enjoyed the free food and reusable bags, and celebrated their playground, which they hope will not be torn down. Right to Counsel

Gideon v. Waiwright found that the United States Constitution's Sixth Amendment gave the right to counsel in criminal cases, but New York States Constitution, has a right to shelter that should provide tenants with a right to counsel in housing court. This month, Introduction 214, a bill co-authored by Council Members Levine and Gibson, which I am proud to support, had a public hearing in the City Council. Before the hearing, I had the chance to speak to the young lawyers of the Center for Court Innovation’s Poverty Justice Solutions Fellowship, sponsored by Chief Judge Jonathan Lippman. The fellows will be placed at organizations like the Lenox Hill Neighborhood House, MFY Legal Services and New York Legal Assistance Group to represent tenants. In the last two years the City Council has fought to increase funding for housing attorneys from roughly $6 million to $62 million, but must create a right to counsel to ensure no more New Yorkers lose their hopes because they can’t afford representation. Historic Districts Council’s Preservation School

The Historic Districts Council, the advocate for New York City’s Historic Neighborhoods, is playing host to Preservation School. The Preservation School program introduces those interested to an overview of the various regulations and funding mechanisms used to preserve historic buildings in New York City, marketing and messaging, how to evaluate architectural drawings and renderings, and distinguish between common architectural styles. You can get involved by attending classes at 6PM on Thursdays this October.

Saving First Avenue Estates, Update

As covered in the New York Times, since 2014 I have been fighting alongside community groups to preserve the affordable housing in historic First Avenue Estates, which landlords City & Suburban have long sought to demolish. The Landmarks Preservation Committee voted with us, the community, and the building remains. In January of this year, the New York State Supreme Court upheld the Landmarks Preservation Commission’s denial for a hardship application. Now, the landlord Stahl of York Ave., Co LLC, has requested that the U.S Supreme Court grant permission to appeal the case. This landlord is not giving up on this case and neither has Friends of the Upper East Side Historic Districts. I continue to support the Landmarks Preservation Commission's decision and the work that Friends of the Upper East Side Historic Districts is doing. Emergency Preparation, Join Your CERT, and Go Bags

Office of Emergency Management Commissioner Joseph Esposito and Roosevelt Island Community Emergency Response Team (CERT) members joined me for an emergency preparedness training with nearly 200 Roosevelt Island residents at the Good Shepherd Chapel. We also got to test out new CERT equipment funded by my office. As covered in the Roosevelt Islander, we handed out free “go bags” to attendees who now are better prepared when the next Superstorm Sandy. It was a pleasure seeing and working with so many Roosevelt Island residents at this event. If you were unable to attend, watch the video and the presentations on readiness.

 

Town Hall

Thank you to more than one hundred residents who joined us on September 15 for our Annual Town Hall. Commissioners and representatives from the Department of Education, Department of Transportation, Department of Parks and Recreation, and MTA Transit joined us to discuss the projects they are working on in our neighborhood, as well as to take questions from attendees. CitiBike and GrowNYC were also present at the Town Hall, giving residents the opportunity to sign up for annual memberships and the Fresh Food Box in our District Office, respectively. ESNA 25th Anniversary Celebration

To commemorate 25 years of remarkable service to the Upper East Side, my office awarded the East Sixties Neighborhood Association (ESNA) with a proclamation to officially recognize their enduring contributions to our community. After forming in 1992, ESNA has remained committed to improving quality-of-life concerns for residents in their neighborhood. The South York Avenue Neighborhood Association (SYANA) joined in on the efforts and merged in 1996, expanding the reach and impact of the associations. Since then, the cooperation between Community Board 8, ESNA, and elected officials has successfully platformed welcomed results for this community. We are proud to have had the opportunity to reflect on their accomplishments and reaffirm our faith in their future as well. Congratulations to ESNA and its founding members Judy and Barry Schneider on the last 25 years.

 

Labor Day Parade

I had a great time, as I do every year, marching in the 2016 New York City Labor Parade, with New York City’s labor leaders and hundreds of union workers. It was a great opportunity for us all to celebrate Governor Cuomo’s victories in the Fight for $15 and Paid Family Leave. It was an honor and privilege to spend the day with my brothers and sisters in labor, and I look forward to marching with you all again next year.

 

Street Fairs

This month I had the opportunity to spend time with Upper East Side residents at several neighborhood street fairs and festivals: the 92nd Street Y festival, 3rd Avenue Street fair and the P.S 183 Block Party. Shred-a-Thon

Upper Green Side’s latest Shred-A-Thon was on September 24, which are among the great programs Council Member Garodnick and I fund with $10,000 from our offices. Some 9600 lbs of paper, including everything from out of date tax forms to moldy documents, were shredded at the event, which took place at the 82nd Street Greenmarket on September 24th. CITY COUNCIL UPDATES

Condemning the BDS Movement

As Vice-Chair of the Jewish Caucus I am proud to stand against anti-semitism and BDS. Members of family died in concentration camps during the Holocaust. Some of them survived, made it to the United States, some to Sweden, and many to Israel. I love my family who lives in Israel. I love Israel. I love the United States and its Constitution. I love New York City and its human rights law which protects against discrimination based on ethnic or nation of origin. As an elected official and a New Yorker I will stand against discrimination against anyone based on their ethnicity or nation of origin. I am deeply saddened to see personal attacks in our communities, on college campuses of my brothers in the Alpha Epsilon Pi fraternity and even those that have occured in the City Council chambers. This is what it means to be Jewish and support Israel, sometimes dealing with anti-semitic attacks, here in New York City in 2016. I am proud to join Council Member Andrew Cohen as a co-prime Sponsor of Resolution 1058-A which passed the City Council.

 

Legislative Corner

This month I cosponsored a package of legislation which passed a vote in the City Council and was signed into law by Mayor de Blasio, to strengthen the ability of the City Council and the public to hold city agencies accountable for meeting the objectives of the city’s minority and women-owned business enterprise (M/WBE) program. The legislation tracks whether agencies are meeting certain contracting goals, requires adequate training for agency contracting officers, and requires greater transparency through the posting of contracting documents online. This legislative package has been signed into law and provides minority and women-owned businesses with greater opportunities to compete for city contracts.

A holistic program for those confronting hoarding EIS offers monthly meetings/workshops facilitated by a social worker, weekly check-in/counseling sessions with a housing advocate, home visits (when appropriate and necessary), book club offering focused reading and discussion, referrals to affordable cleaning services; appropriate/detailed documentation of SORT participation for housing management and housing court.   

Housing Court Buddy
For those who fall between the cracks of qualifying for pro bono representation but not able to afford legal representation for housing court-a trained and informed Housing Court Buddy will assist with navigation of the process from filing OSCs to gathering and organizing paper and documentation to responding in Court.  If appropriate, a Housing Court Buddy will attend Court with the tenant household.

CHIRP: Neighborhood Coalition for Shelter’s Community Human Services Information and Referral Program
The program at Church of the Epiphany, Jan Hus Church and other sites on the Upper East Side places a human services professional at free meal programs on the Upper East Side - to connect homeless and at-risk guests with meal programs, shelter, substance use treatment, and other services.
